How to Open a Payoneer Account in Pakistan, Step by Step

Opening the account takes fifteen minutes. Getting it verified and linked to a Pakistani bank account is the part that takes days — and the part every other guide skips.

Payoneer is how a large share of Pakistani freelancers get paid, because the alternative most of the world defaults to is not straightforwardly available here. The signup itself is genuinely easy. The two things that catch people out are verification, which takes days and can be rejected, and the cost of actually moving the money into a Pakistani bank account, which went up recently and is larger than most people budget for.

This guide covers both properly.

Before you start: what you must have ready

Gather these first. Half of all verification delays are someone starting the process without one of them and abandoning it half-finished.

  • Your CNIC — a clear photograph or scan of both sides. Not a photocopy of a photocopy, not a blurred phone shot at an angle.
  • Your name exactly as it appears on your CNIC. This is the single most common cause of rejection. If your CNIC says Muhammad and you habitually write Md or M., use the CNIC version everywhere.
  • A Pakistani bank account in your own name — with the IBAN. A joint account or a parent's account will fail the name match.
  • A working mobile number and email you control and can receive codes on.
  • Your address, matching your documents.

The name-match rule underneath all of this: the name on your Payoneer account, your CNIC and your bank account must be the same name. Payoneer will not release funds into an account belonging to someone else, and the mismatch is usually discovered at the worst possible moment — when you have money waiting and want it out.

Step 1 — Sign up

Go to Payoneer directly. Type the address yourself rather than following a link from a message, a YouTube description or a WhatsApp group; fake payment-provider signup pages are a standard phishing pattern and they look convincing. Choose whether you are registering as an individual or a business — for most freelancers this is individual — and what you will use the account for.

If you are joining through a marketplace that offers Payoneer as a withdrawal method, starting the connection from inside that platform links the two accounts automatically and saves you a step later.

Step 2 — Personal details, exactly as documented

Name as per CNIC. Date of birth as per CNIC. Address as per your documents. Contact details you actually control.

Slow down here. Corrections after approval require support intervention and can take longer than the original signup. Two minutes of care now saves a week later.

Step 3 — Security details and identity verification

Set a strong, unique password — not one you have used anywhere else. This account will hold your income. Turn on two-factor authentication as soon as it is offered.

Then upload your CNIC images. What gets these rejected:

  • Glare across the card from a flash or overhead light
  • A corner or edge cropped out of frame
  • Text that is not sharply readable at full size
  • An expired card

Photograph the card flat, in daylight, on a dark surface, with the whole card in frame. Check the image is legible when zoomed in before you upload it.

Step 4 — Link your Pakistani bank account

Enter your bank details including the IBAN, in your own name. Take the IBAN from your bank's app, statement or a branch confirmation rather than reconstructing it from your account number — a single wrong character sends a withdrawal into a failure loop.

Step 5 — Wait for approval

This is the step to plan around. Review takes a few business days in the normal case and longer if anything needs a second look. You cannot rush it, and support cannot meaningfully speed it up.

The practical consequence: start this before you have money waiting. If you are following our 90-day freelancing plan, verification belongs in week three — well before the first client pays — precisely because it is the longest-lead item in the whole setup.

If you are rejected, you are usually told what failed. Re-submit with that specific item fixed rather than re-uploading the same documents unchanged.

What it costs to get your money into rupees

Here is the part worth reading twice. Payoneer raised its withdrawal fee for Pakistani users to 3%, an increase of 50% over the previous rate, and the exchange rate applied carries a margin below the interbank rate on top of that.

What that means on real amounts:

Amount withdrawn3% fee~1.5% rate marginTotal costYou receive (approx.)
$100$3.00$1.46~$4.46~$95.54
$300$9.00$4.37~$13.37~$286.63
$500$15.00$7.28~$22.28~$477.72
$1,000$30.00$14.55~$44.55~$955.45

Roughly 4.5% of every withdrawal is gone before it becomes rupees, and that is on top of whatever your freelancing platform already took as commission. Across the full chain from client invoice to your bank account, expect to keep around 83–85% — the complete breakdown is in the freelancing guide.

Since the percentage fee is proportional, the one thing genuinely in your control is any fixed cost: ATM withdrawals carry a flat fee of around $3 per transaction, which is trivial on a large withdrawal and punitive on a small one. Batching withdrawals helps against flat fees and does nothing against percentage fees — so batch, but do not fool yourself that you are avoiding the 3%.

Staying safe with the account

  • Payoneer will never ask for your password. Anyone who does is running a scam, including anyone claiming to be support.
  • Do not let anyone "help" you set up your account remotely. A recurring local pattern is an "agent" who verifies the account for a fee using their own contact details, and then controls it.
  • Never receive money for someone else. This is how ordinary freelancers end up implicated in money-laundering flows and permanently banned. If someone offers you a cut to pass a payment through your account, that is the entire scam.
  • Enable two-factor authentication and keep your recovery contact details current.

Frequently asked questions

Is Payoneer legal in Pakistan?

Yes, and it is widely used by Pakistani freelancers to receive payments from international clients. How the resulting income is treated for tax purposes is a separate question that depends on your circumstances — check the current FBR position or ask a tax practitioner rather than assuming.

How long does verification take?

A few business days when your documents are clean and your details match, longer if anything is unclear or inconsistent. Start it early rather than when a payment is already pending.

Can I use a family member's bank account?

No. The bank account must be in the same name as the Payoneer account, which must match your CNIC. Attempting a workaround here typically results in a frozen withdrawal.

Why was my CNIC upload rejected?

Almost always image quality — glare, a cropped edge, or text that is not sharp at full size — or a name that does not match what you typed. Re-photograph in daylight with the whole card in frame and check the detail before re-submitting.

Do I need to pay an annual fee?

Payoneer's card and account fee structure varies by account type and region and has changed over time. Check the fees page while signed in to your own account, which shows the rates that actually apply to you, rather than relying on a figure quoted in any article — including this one.

Is there a minimum withdrawal amount?

There is a minimum, and it varies by withdrawal method and currency. The more useful point is economic rather than technical: with a flat fee on some routes, very small withdrawals lose a disproportionate share to costs.

Sources and method. The 3% withdrawal fee for Pakistani users is as reported in Pakistani business press coverage of the change; the approximately $3 ATM withdrawal fee and the presence of an exchange-rate markup are as described in published fee summaries. The cost table is an original calculation for this article combining the 3% fee with an illustrative 1.5% rate margin — your actual rate margin will differ and the only authoritative figures are the ones shown in your own signed-in Payoneer account. Steps reflect the signup flow as at August 2026; payment providers change both flows and fees frequently. This is general information, not financial or tax advice.
