Government or Private Job? Ten Years of Pay, Compared
The private job pays more on day one and the government job pays more by year ten — but only once you price the pension, the medical cover and the risk of the private salary stopping.

Every family in Pakistan has had this argument. One side points at a private-sector starting salary and calls the government offer a waste of a degree. The other points at the pension and calls the private job a gamble. Both are comparing one number and ignoring five.
A job is not a salary. It is a package of salary, deferred pay, insurance, and risk — and those parts can all be expressed in rupees, which means the comparison can actually be settled rather than argued.
The two candidates
Same person, same degree, two offers, followed for ten years. Government side approximates an entry-grade officer position; private side approximates a mid-tier corporate role in a large city.
| Government (entry officer grade) | Private (large-city corporate) | |
|---|---|---|
| Starting monthly gross | Rs 85,000 | Rs 120,000 |
| Typical annual increment | ~7%, structured | ~12% average, uneven |
| Promotion pattern | Time-bound, predictable | Performance-based, faster but uncertain |
| Medical | Covered, family included | Varies; often capped or self-funded |
| Pension | Yes, defined benefit | Provident fund at best |
| Housing / transport | Often provided or subsidised | Included in the salary figure |
| Job security | Very high | Notice period |
Salary alone, over ten years
| Year | Government monthly | Private monthly | Private lead |
|---|---|---|---|
| 1 | Rs 85,000 | Rs 120,000 | +41% |
| 3 | Rs 97,300 | Rs 150,500 | +55% |
| 5 | Rs 111,400 | Rs 188,800 | +69% |
| 7 | Rs 127,600 | Rs 236,900 | +86% |
| 10 | Rs 156,300 | Rs 332,900 | +113% |
| 10-yr total | Rs 14,090,000 | Rs 25,270,000 | +79% |
On salary alone it is not close: the private path pays roughly Rs 11.2 million more across the decade. If the comparison stopped here, the argument would be over — which is exactly why people who have only run this table find the government choice baffling.
Now price the rest of the package
Four things the government side provides that the private salary must buy out of pocket:
| Benefit | Annual value | 10-year value | Basis |
|---|---|---|---|
| Family medical cover | Rs 180,000 | Rs 1,800,000 | Cost of equivalent family health cover |
| Housing / transport subsidy | Rs 240,000 | Rs 2,400,000 | Where provided; varies hugely by post |
| Pension accrual | Rs 300,000 | Rs 3,000,000 | What you'd have to save for equivalent income |
| Job security | Rs 150,000 | Rs 1,500,000 | Insurance value of income that does not stop |
| Total non-salary | Rs 870,000 | Rs 8,700,000 |
That last row is the number the argument usually leaves out. Add it in:
| Ten-year total | Government | Private |
|---|---|---|
| Salary | Rs 14,090,000 | Rs 25,270,000 |
| Non-salary package | Rs 8,700,000 | Rs 0 |
| Total | Rs 22,790,000 | Rs 25,270,000 |
| Gap | Private ahead by 10.9% | |
The 79% gap becomes 11%. That is the entire point of this article. The private job is still ahead — but by a margin that a single redundancy, one uninsured medical event, or two years of slower-than-assumed raises would erase completely.
The assumption doing the most work
That private column assumes 12% average annual raises for ten uninterrupted years, which is an optimistic reading of a career. Vary it:
| Private raise rate | 10-yr salary total | vs government package |
|---|---|---|
| 15% a year | Rs 29,240,000 | Private +28% |
| 12% a year | Rs 25,270,000 | Private +11% |
| 9% a year | Rs 21,900,000 | Government +4% |
| 12%, with one 6-month gap | Rs 22,570,000 | Government +1% |
At 9% raises, or with a single six-month period of unemployment across the decade, the government package wins outright. The private path is not simply better-paid; it is higher-variance, and variance is the thing the pension and the security line are quietly insuring against.
What the arithmetic cannot tell you
- Skill compounding. Private-sector experience in a growing field can produce jumps far beyond 15% — and also periods where a specialisation stops being wanted.
- The exit option. Ten years of private experience is portable, including abroad. Ten years in a government grade is generally not.
- Postings and transfers. Many government roles decide where you live. That is a real cost or benefit depending on your family.
- What the work is. Ten years is a long time to spend doing something you find pointless, and no table prices that.
Who each one suits
| Choose government if… | Choose private if… |
|---|---|
| You are the sole earner with dependents | You have a financial cushion or family support |
| Predictability matters more than ceiling | You want the higher ceiling and accept variance |
| Family medical cover is a live concern | You are young, healthy, and can insure yourself |
| Your field has a genuine public-sector career path | Your skills are portable and in demand |
| You value the security of the post itself | You intend to move abroad or switch fields later |
If you are choosing between these before you have picked a field at all, the earlier decision matters more than this one — that is covered in choosing a career after intermediate. And whichever way you go, the application itself is the same craft: the CV guide and the interview questions apply to both sectors.
Frequently asked questions
Is a government job better than a private job in Pakistan?
On salary alone the private job leads by about 79% over ten years. Once pension, medical, housing and job security are valued, that lead narrows to roughly 11% — and reverses if private raises average 9% or you spend six months unemployed.
How much is a government pension actually worth?
On the estimates used here, around Rs 300,000 a year of accrual — about Rs 3 million over a decade, measured as what you would need to save privately to produce comparable retirement income.
Do private jobs really pay more?
They pay more in cash, particularly early. They also carry the risk of the income stopping, and they require you to fund medical cover and retirement yourself.
Which is better for a sole earner?
Usually government, because the value of income that does not stop is highest exactly when other people depend on it. The security line in the table is worth most to the person who can least afford a gap.
Can I switch from government to private later?
It happens, but it is harder than the reverse — government experience is often less portable, and the pension you forfeit is a real cost of leaving. Treat the choice as more binding in that direction.
Sources and method. Salary figures, increment rates and benefit valuations are illustrative estimates for an entry-grade government officer position and a mid-tier large-city corporate role as at August 2026 — they are not drawn from a specific pay scale notification, and actual government pay scales, allowances and pension rules are set by federal and provincial governments and revised regularly. The benefit valuations are editorial judgements of replacement cost. Check the current pay scale and rules for the specific post you are considering; the method here is intended to be reused with your own figures rather than trusted as a quotation of anyone's terms.
